History and Culture
Not much is known of the Alliance as a federative entity. We do know that its system of government consists in a ruling senate policed by a council of Inquisitors whom have wide yet unspecified powers over foreign affairs, the military, and law enforcement matters. The Alliance is believed to have been formed in response to its proximity to Borg Space as a defensive measure. Sources indicate that conflicts with the Borg were as recent as 10 years ago resulting in widespread destruction.
Physionomy and Psychology
As the Alliance is a federative structure made up of several species, the physionomy of its members is diverse. The first authority figure of the Alliance to make contact with the Federation, Commander Barkin of the Warship Vigilance, appeared as a male fox-like being with brilliant red fur. In contrast, however, Matriarch Sleetha of Clan Merkur, representative of the Kindred, appeared more as a feline-type being.
Known Member Species
One of the known vulpine species is the Kitsu'Ne, a race specializing in diplomacy and mediation as well as investigating percieved internal and external threats to the Alliance. All known Inquisitors were members of this race, indicating that they may make up it's entiriety.
More is known of the Kindred Commonwealth, one of the Alliance's member species, through the account that Matriarch Sleetha gave of its history. Some 2,000 years ago a species distantly related to humans (See Also: 'The Preservers') appeared and laid waste to the Kindred homeworld, enslaving them. A group of Kindred called the Founders escaped the devastated planet in slow ships and established colonies in the Staplin Nebula. Because of this history, the Kindred harbor a deep distrust of others and especialy species that resemble humans, which they regard as Daemons.
The Kindred's government is known to consist of a council of elders, and their civilization is based on a clan structure. The Kindred believe in the Duality - "the God who is Two, the Two who are God." They have firmly entrenched their civilization in and around the Stapin Nebula and it's immediate surrounding 5 light years. Distant observations would indicate they have claimed some 1,000 cubic light-years as their soverign territory. Their defense forces are believed geared toward defense, relying on the Alliance for external security while retaining large amounts of military resources and technology to defend their home territory. As a result very few Kindred military forces have been directly observed except for several instances where a Kindred Warship orbited Cascadia Station for a week, and when the same warship freed the USS Sheppard from alien control.
The first Alliance vessels encountered by the USS Sheppard were one large warship, approximately 995 meters in length, and several escort ships approximately 200 to 400 meters in length. The warship appeared flat and T-shaped, while the escort vessels were block-shaped and modular. The Alliance also boasts a cruiser-class vessal of 500 meters more comparable in power to Federation starships, and a rare battleship-class vessel that is 1.6 kilometers long and massing as much as a Federation Starbase.
The initial readings taken by Starfleet Officers Kaelin Odriscoll and April Coswell revealed that the Alliance tends to overpower its ships somewhat, considering the actual means of output. The Alliance tends to favor the use of fusion reactors instead of matter/antimatter reactors. However, Alliance warships are still equipped with impressively powerful disruptor-type weapons. This disparity of technology may all be a defensive measure against their long-term enemy, the Borg.
In all contacts with the USS Sheppard, the Alliance representatives showed a distrust of Starfleet's transporter and power generation systems. Furthermore, the Alliance values the safety and predictability of its technology - Commander Barkin voiced great concern regarding the instability of the Sheppard's matter/antimatter reaction system, calling it a "time bomb". In comparison, he said, the Alliance's main reactor designs include shielding and is designed with a Fail-Safe system which will simply shut the powerplant down in case of catastrophic damage instead of destroying the ship.
On Stardate 110717, Kindred Power-Armoured Marines were encountered from their elite LEO-9 Corps. They wore massive, thick-plated power armour that enabled them to force their way through sealed doors and thick bulkheads through brute force and proved very resiliant to massed Phaser Fire and explosions. Despite encountering heavy resistance and suffering repeated sustained hits, no casualties were inflicted and only 2 suits showed sighs of damage that impaired their operation after an hour-long running battle.
First knowledge of the Alliance was acquired by the USS Goddard, NCC-60012, which conducted a mission near the Stapin Nebula around Stardate 100815 where they encountered an Alliance Acclimator-Class Cruiser and an automated Kindred Boarder Defense Platform. At the insistance of a Mission Advisor who warned the Kindred were very defensive, contact was avoided. This was followed around Stardate 101218 when a Shuttlecraft from Starbase Tranquility on a routine run to Cascade Station discovered an Alliance Electronic Warfare Ship hiding in the Pinastri Oort Cloud monitoring UFS Communications.
At the beginning of 2386, the USS Sheppard, NCC-74679, was sent by Starfleet Command to the Midgar Sector to investigate a fleet of military-type ships that had been detected. First contact occurred on Stardate 110115 in System BF-986, when a group of Alliance warships came to the aid of the USS Sheppard which was under attack by three Red Sun Rising mercenary ships. After the firefight, the Alliance fleet's ranking officer, Commander Barkin of the warship Vigilance, agreed to travel to the Sheppard to initiate preliminary contact with Sheppard Captain Mulgrave Dwi.
During this meeting, it became clear that the Alliance did not hold the Federation - and humans in particular - in very high regard. Commander Barkin saw the Federation as an unpredictable factor in the Delta Quadrant, unaware of the tensions it was creating and of how its intentions were being misinterpreted by various species.
In addition, as stated in the "History and Culture" section, it seems that humans are viewed as Daemons by the Kindred, an influential member species of the Alliance. This proved a challenge in the first formal reception held between the Federation and the Alliance on the Sheppard, with Matriach Sleetha, representative of the Kindred Commonwealth, in attendance. However, these talks held on Stardate 110122 did lay the groundwork for an eventual official diplomatic mission, which the Matriarch insisted must take place outside the Staplin Nebula.
